Two owners sign contracts for near-identical tank terminal projects in Fujairah. One picks an EPC contract because it sounds like the safer bet: one company, one price, done. The other picks EPCM because their in-house team wants to stay close to the build. Eighteen months later, one of them is dealing with a change order dispute over unforeseen ground conditions. The other is managing three subcontractors directly and wishing they had someone else doing it.
Neither owner made an obviously wrong choice. They just did not know what they were actually signing up for. EPC, PMC, EPCM and EPCF are not interchangeable labels, they are four different ways of deciding who carries the risk, and getting that wrong is expensive.
Start here: three questions before you pick a model
Before wading through definitions, answer these. They will point you toward the right model faster than reading four sections of theory.
- Is your design and scope actually finished, or still likely to change once work starts?
- Do you have an internal team that can hold and manage construction contracts directly?
- Does the project need financing arranged as part of the deal, or is that handled separately?
Roughly: a finished scope and no appetite for risk points toward EPC. An unfinished scope with a capable in-house team points toward EPCM. Wanting oversight without giving up control points toward PMC. And financing bundled with delivery points toward EPCF. The rest of this article explains why.
EPC: one contractor, one price, one deadline
EPC is the model in the scenario above that felt safer. One contractor designs, buys, and builds everything for a fixed price and a fixed date. If something unexpected turns up underground, that is the contractor’s problem, not yours, at least on paper.
That certainty costs money. Contractors price the risk they are absorbing into the number they quote, so EPC bids usually run higher upfront than an EPCM arrangement covering the same scope.
It also does not always work out as advertised. A 2014 EY study of 365 oil and gas megaprojects worth more than USD 1 billion each found 64 percent went over budget, and Middle East projects overran by 68 percent on average, according to Oil & Gas Journal. A 2022 McKinsey study of 532 large projects found average overruns of 79 percent, and traced much of it back to prices being fixed before the design was actually finished, according to McKinsey. The fixed price only holds if the design work behind it is genuinely finished before anyone signs.
Most owners get there through a cluster of related studies. An industrial feasibility study consultants UAE engagement tests whether the site and process actually work together, an environmental and project feasibility assessment covers the regulatory side, and a technical feasibility report for factories validates the process design before anyone breaks ground. For an undeveloped site, a pre-feasibility study for industrial parks answers whether the concept justifies further investment at all, and for financed projects, project bankability reports UAE give lenders the independent view they need before signing off.
On the delivery side, this is where the terms EPC consultancy company UAE and EPC consultancy Fujairah usually come up. And once a contract is signed, EPC project execution support UAE, someone tracking the contractor’s progress against that fixed price mid-project, tends to make the biggest difference to whether it actually holds.
EPCM: the model the second owner in our scenario picked
Under EPCM, a contractor still does the design and organises procurement, but the construction contracts stay in the owner’s name. That is why the second owner in our scenario ended up managing subcontractors directly. More control, but also more of the risk that would have sat with an EPC contractor.
This model has grown more common, mainly because a full EPC wrap has become harder to secure on complex projects. IChemE, the industry’s professional body, published the first standard EPCM contract, the Blue Book, in 2023, a sign of how mainstream the model has become, according to Freshfields. Most of what gets marketed today as EPCM services UAE is exactly this model.
PMC: a third option neither owner in our scenario used
Neither owner above hired an independent project management consultancy UAE. A PMC does not sign construction contracts and does not carry design risk. It sits on the owner’s side of the table, checking schedule, cost, and quality against whoever is actually building the project, and flags problems before they turn into disputes. Had the first owner brought one in, the ground conditions dispute might have surfaced as a flagged risk months earlier instead of a live claim.
This is what PMC services UAE actually buys an owner. In the Gulf’s energy sector it is often sold as PMC services for oil and gas GCC, and on the ground in Fujairah it looks like engineering project management Fujairah: someone walking the site, not just reviewing reports from a distance. If that is what a project needs, the right time to hire a project management consultant UAE is before ground breaks, not after a dispute forces the decision.
EPCF: EPC with the funding attached
EPCF is EPC’s less common cousin. Same fixed price structure, with one addition: the contractor also arranges the financing, usually a mix of debt and equity. It suits large, capital-heavy projects where an owner wants the build and the funding to come from a single source. The trade-off is concentration. The lender is underwriting the same feasibility numbers the contractor is building to, so that study has to survive outside scrutiny, not just the contractor’s own sign-off.
The paperwork behind these models
If you have dealt with international contracts, you have probably run into FIDIC’s colour-coded forms. Most EPC contracts sit on FIDIC’s Silver Book, which drops the independent engineer entirely and puts nearly all the risk on the contractor, according to Aceris Law. PMC and EPCF do not have their own FIDIC form. PMC is usually a standalone services agreement, and EPCF is typically a Silver Book contract with financing terms bolted on.
| EPC | PMC | EPCM | EPCF | |
|---|---|---|---|---|
| Signs construction contracts | Contractor | Owner | Owner | Contractor |
| Carries cost/schedule risk | Contractor | Owner | Owner | Contractor + lender |
| Independent engineer | No | Consultant oversight | No | No |
| Best fit | Finished scope | Owner wants oversight | Evolving scope | Capital-heavy, needs funding |
The engineering and construction work underneath all four
Whichever model sits on top, someone still has to do the actual engineering. In the UAE that spans FEED engineering services UAE and broader engineering design services UAE work, handled by engineering consultants UAE generally, or more specifically by the process engineering consultants Dubai and engineering consultants Fujairah teams work with day to day. On the energy side this is oil and gas engineering consultancy UAE work, and on refineries specifically it is refinery engineering consultants brought in early enough to shape the FEED package before a contractor ever prices it.
Construction follows the same pattern. Construction management services UAE and construction management consultancy UAE cover slightly different things depending on who holds the risk, but industrial construction management UAE, coordinating several contractors on a live industrial site, looks close to identical no matter which delivery model sits above it. And on any process facility, process safety engineering UAE work has to be designed in from the start, not bolted on once construction is underway.
One more box to tick if you are working with ADNOC
Whichever model you land on, there is a separate check in the UAE. Contractors and consultants bidding for ADNOC or government-linked energy work need In-Country Value, or ICV, certification, introduced in 2018 to score bidders on local employment and spending. That score carries roughly 40 percent weight in ADNOC’s tender evaluation, according to the ADNOC ICV programme and independent analysis putting ADNOC’s ICV commitment at AED 220 billion of its AED 551 billion capital plan for 2026 to 2030. No certificate, no score on that portion, regardless of how strong the technical bid is. It gets checked separately from the delivery model, not resolved by it, and it is closely tied to being recognised among the ADNOC approved engineering consultants that ADNOC’s own supply chain draws from first.
Back to the two owners
The first owner’s dispute was not really about choosing EPC. It was about signing a fixed price before the design was actually locked down, exactly the pattern the McKinsey research points to. The second owner’s workload was not a flaw in EPCM either, it is simply what EPCM asks of an owner in exchange for more control. Both could have avoided the surprise with a clearer answer to the three questions at the top of this article before they signed anything.
Summit Engineering works across all four models rather than defaulting to one. Its project management team handles PMC and EPCM mandates, its engineering team does the FEED and design work any EPC or EPCF contract depends on, and its construction and HSE and QA teams stay involved through commissioning either way. Its own project portfolio includes tank terminal expansion and refinery expansion project management work in Fujairah, the kind of refinery project management UAE that sits at the harder end of the market, and part of why Summit is positioned as an oil and gas refinery project management company UAE, not just a general contractor’s consultant. This is where those three questions get asked for real. If you are weighing them for your own project, contact Summit’s team.
Frequently asked questions
What is the main difference between EPC and PMC?
With EPC, the contractor takes on the risk and builds for a fixed price. With PMC, a consultant manages the project for you, but you keep the risk and the control.
What is the main difference between EPC and EPCM?
An EPC contractor signs the construction contracts and carries the risk. An EPCM contractor plans and manages the work, but the construction contracts, and the risk, stay with the owner.
What does EPCF stand for?
Engineering, Procurement, Construction and Finance. It works like EPC, but the contractor also helps arrange the project’s financing.
Which FIDIC contract form applies to EPC projects?
Most EPC projects use FIDIC’s Silver Book. It has no independent engineer and puts almost all the risk on the contractor.
Do PMC and EPCF have their own FIDIC contract forms?
No. A PMC appointment is usually its own services agreement. EPCF is typically a Silver Book style EPC contract with financing terms attached.
Do EPC projects actually stay on budget?
Not always. A 2014 EY study of 365 oil and gas megaprojects found 64 percent went over budget, 68 percent on average in the Middle East. A 2022 McKinsey study found average overruns of 79 percent across 532 large projects.
Why do EPC contracts still go over budget if the price is fixed?
Usually because the design was not actually finished when the price was fixed. Once something changes, the fixed price stops being fixed in practice.
Which model gives the owner the most control?
EPCM. You hold every construction contract yourself, which also means you carry the most risk.
Is a PMC the same as an EPCM contractor?
No. A PMC only provides oversight and does not do design work. An EPCM contractor does the design and manages procurement.
When should a project use an EPC contract?
When the design is genuinely finished and you want one contractor, one fixed price, and one deadline, and are willing to pay for that certainty.
When should a project use a PMC?
When you want independent oversight of a project without handing over control.
When should a project use EPCM instead of EPC?
When the scope might still change, or a full EPC contractor is hard to find, and you have the team to hold the construction contracts yourself.
When should a project use EPCF?
On large, capital-heavy projects where you want the build and the funding arranged together, as long as your feasibility study can stand up to a lender’s scrutiny.
What is In-Country Value and why does it matter in the UAE?
ICV is ADNOC’s scoring system for local spending and employment. It makes up around 40 percent of ADNOC’s tender evaluation, whatever delivery model the project uses.
Does the delivery model affect ICV requirements?
No. ICV is checked separately for every contractor, consultant, and financier on a project, no matter which model is used.
Does Summit Engineering offer EPC services in the UAE?
Yes. Summit Engineering offers project management, engineering, and construction services across EPC, PMC and EPCM projects for oil, gas, and industrial clients.
What happens if you pick the wrong delivery model?
You risk exactly the kind of overruns and delays the EY and McKinsey data above describes, risk that a better suited model would have handled differently.
Why has EPCM become more common recently?
Full EPC contracts have become harder to secure on complex projects, pushing more owners toward EPCM. IChemE even released a standard EPCM contract, the Blue Book, in 2023.
Does financing change how closely a feasibility study gets checked?
Yes. Under EPCF, the lender is relying on the same numbers the contractor is building to, so the study needs to hold up to outside scrutiny, not just the contractor’s own sign-off.
How do I hire a project management consultant in the UAE?
